Senate GOP Support Trump's Call to Overhaul Obamacare

US lawmakers are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the longest shutdown of the US government in history deepened on Saturday, as government employees went unpaid, airlines were compelled to ground planes and SNAP benefits have been delayed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Opposition lawmakers shared alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of insurance companies by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers suggested that the core of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to garner enough backing in 2017.
